You can talk to the elcor and volus ambassadors, however, to get codex entries and to learn more about these two species. Talk to him to acquire the assignment Citadel: Xeltan's Complaint, but only after having spoken to General Septimus Oraka during Sha'ira's "Asari Consort" assignment (see below).
